REPAIR Act moves through Congress to provide equal access to vehicle data and diagnostic information for owners and their designated repair providers
Washington, D.C.—The REPAIR Act continued making its progress through the U.S. House of Representatives on Tuesday, moving from a subcommittee to a full committee for consideration. The advancing bipartisan legislation seeks to uphold consumer choice and strengthen competition in the automotive aftermarket.
“We need to get this done right and get this done now,” said Representative Neal Dunn (R-Fla.) during Tuesday morning’s subcommittee hearing of the United States House of Representatives’ Committee on Energy and Commerce. Dunn is responsible for introducing the bill along with a bipartisan group of cosponsors.
The Right to Equitable and Professional Auto Industry Repair (REPAIR) Act (H.R. 1566) aims to ensure that vehicle owners and independent repair facilities have access to the same critical vehicle-generated data, repair information, and tools currently available to manufacturers and their authorized dealer networks.
This access is intended to protect consumer choice in the maintenance and repair of their vehicles, support small businesses, and preserve competition across the automotive service ecosystem.
Key provisions of the legislation include:
• Directing federal agencies to implement rules and provide oversight to protect against unfair or deceptive industry practices.
• Ensuring equal access to vehicle data and diagnostic information for owners and their designated repair providers.
• Prohibiting technological or contractual barriers that would unfairly restrict independent repair shops from servicing modern vehicles.
• Reinforcing consumer choice by allowing owners to designate who can access and use their vehicle information.

The REPAIR Act now moves to the full House Energy and Commerce Committee for further consideration in the legislative process.
