Steering bill pre-filed in South Carolina

The bill prohibits insurance companies from directing where windshield repair or replacement work may be performed

Columbia, N.C.—Legislation to prohibit steering by appraisers, insurers and third party administrators has been pre-filed in the South Carolina House of Representatives.

The bill, H 4635, introduced by Rep. White, prohibits anyone from directing where glass repair or replacement work may be performed. It also states that insurers and third party administrators cannot say that choosing a facility other than one participating in the company’s glass program will or may result in delays or a lack of guarantee for the work. 

Insurance companies and third-party administrators would have to tell their insured something substantially similar to “You have the right to choose a licensed glass shop where the damage to your motor vehicle will be repaired. If you have a preference, please let us know.” 

Insurance companies and third-party administrators would be prohibited from directing an insured to, or making an appointment for them with, a glass shop that is owned, related, or shares a parent company.

The South Carolina Legislature is in the first year of its 2023-2024 Legislative Session.
